But they kill people who have sinned. They'd probably think everyone here is guilty.

It is. I'm sure whoever is actually in charge has some other goal in mind other than that.

But the people who end up doing the actual dirty work? They're doing it for revenge. Some type of crime committed against them or a loved one, where justice was never served-- they'll kill for that.
