Oh. I think I get it. Motives like that are easy to encourage or take advantage of because those kinds of feelings are so vivid and long-lasting.

I do wonder if they're just randomly chosen or picked based on who it is...

It's hard to say there's a trend yet, but if there really is some notion of "fairness," it'd be random.

If powers are suited to a person, there'd be a skewed power distribution. Some of us are bigger assholes than the rest.

They might be suited to whichever Avatar is giving them out, maybe. But the only way to know for sure would be if we knew what they all were.
